Govt would have to spend BILLIONS to set up the lab and hired highly skilled engineering staff to do the testing.

Ford self reported an issue discovered about road load and coast down calculations. Because of the issues discovered where some OEM's {cough VW cough} did actually cheat, Ford did the right thing and reported the discovery. It was question among multiple OEM's how VW was pulling off the fuel economy and meeting EPA emissions. Nobody could figure it out.

It is not about diesels or defeat devices/programs. It is regarding how they are testing their vehicles for CAFE and emissions standards.
