I use mine all the time as it is a new unit that includes surge and pole diagnostics. I lock it to a leveling leg under my slide so I doubt any one knows it is even in use.
Yes the cutout is for a generator. Not sure why he is calling it a wet except for the fact that the slots are open to the weather. I would also reinforce the flor to make it stronger and weather proof.
