Texas 375 Around El Paso

Is Texas 375 completed from I-10 East to I-10 West? Basically skipping downtown El Paso. Are there intersections with stop lights or is it a limited access road?

This is the way to go. If you need fuel or supplies get off at Montana. There's a Walmart a half mile east of the loop with an easy access fuel station. Share's the parking lot with a Lowe's. Several fast food restaurants too.
You will hit a couple of lights on this route at the exits. You didn't say if you are coming from the east or west.
From East. If you take spur 601 over to 54 there is a light when you get off but this gives you a ramp to get on 54. If you follow 375 around to 54 its a quick exit and get to the right to turn onto 54. It can be hard to get over depending on time of day. There will be a light where you turn onto MLK.
From the west. As you come south on MLK bear right and be ready to cross over to the on ramp for 54. Stay on 54 south and take spur 601 back to 375. This lets you avoid the light at Trans Mountain/Woodrow Bean.
From the west.

It is limited access and is complete but it is not the best route for an RV. It goes up over the Franklin mountains and is a long climb up and grade down. IF you want to avoid El Paso traffic (which is not a problem except at rush hour). Then use NM 404 to NM213/TxFR 3255 (war road/mlk) to US 54 to get from 375 to I-10.
If you are heading west on I-10 then exit onto 375 and follow it around to 54 then take exit 31 to MLK/Kenworthy go left to MLK and at the NM border it becomes NM213 (War Road). Stay on it to the traffic circle then follow NM 404 back to I-10.
If you are going east on I-10 follow the same in reverse.
