No pin needed in that location. That is for putting in another shank from the rear.
That way he could carry a flat platform carrier for his BarBQ grill. :B

Are you sure these aren't for comedy and reactions. Anyone who can come up with an idea and has all the pieces isn't stupid . All those pieces would cost as much as a proper ball in the box as long as the frame wasn't too rotten to install.

Not knowing the nature of the trailer other than the lack of safety chains I see nothing wrong. It looks funny but it could add up.
