My guess pin weight 1,800lb + UTV weight 1,000lb + steel rack/ramps weight 500lb = 3,300lb...and the payload is around 2,400lb best case for that model/year.

Well my thought is just how heavy is the 4 wheeler, less than 500/600#? If he has the correct tires he could still be with in axle rating and tire ratings. Looks like the stock 17" rims giving him 3,195# per tire, or 6,390# of capacity on the rear axle. Not sure I would push the front axle past it's listed VIN limit as the ball joints are likely the limiting factor. Before passing too much judgement I would like to see a picture of the TV unloaded! Likely did measure from the ground to the top of the 4 wheeler, and lowered the TV for clearance.
I will say last time I saw a setup like this it was an F350 DRW rig.
