4x4, regardless of which SD mail forwarder you choose, you can go to any DMV office within the entire state to get your DL. Its the same process across the state. SD welcomes fulltimers and has a specific exception to the Federal Real ID law residence requirements (shown above).
The only issue to be concerned with, is on your first DL under the Real ID law, you must provide certain documents proving your name, address & a one night stay within SD. It can get complicated for those who have changed their name several times due to marriage/divorce or court approved name change. That's applicable in all states, not just SD, under this new federal Real ID law.
