DLs took us roughly 15 minutes total for both of us. (Filled out application, took written test, then visual test, paid our fee and got NEW SD DLs 'handed to us'----all done at the fire department :B
Then when we got to Sioux Falls (where our mail forwarding/domicile address was) we went down to County BLdg. and registered to Vote and got truck/5vr registered and new SD license Plates
Took roughly 30 minutes cause we went during busy hours and there were 10 people in front of us.
Yes the mail forwarding company can handle vehicle registrations but it was so easy why bother.

When you go to get your new drivers licence you need along with all the normal documents minus the two pieces of mail with your address. You will need a reciept for a nights stay at a RV park or other lodging with both your legal names if you are a couple. You will need to sign an affidavit attesting at the DL office that South Dakota is the state you plan on returning to when your traveling days are done.
We had our mail forwarding for two years before we made the move. We did get our DL's a week before we transfered our vehicles. That was because of some countys only having one day a week when DLs are issued and we were on the west end of the state and our mail forwarding is in Madison. County treasure is always ready to take your money at least M-F.

Americas Mailbox in Rapid City, Pennington County seems to be the go to, due to lack of wheel tax, emissions, safety exam. I believe you will need to appear in person with 2 pieces of US Mail addressed to you as a first time resident. Renewals can be done from afar.
