Although it is situated between I-95 and the Florida Turnpike...you will not even know that the roads are there. Less expensive than the resorts further south.
Fort Pierce is quaint, good old fashioned theater there (Sunrise Theater) which has excellent live entertainment all winter. Good restaurants and oysters all winter long. Weekend fresh market and arts and crafts market on Saturdays.
In the key Bluewater is excellent, albeit expensive. Close to Key West.
