I would pull the drum to see what's going on. I've seen that happen when a spring breaks or when the shoe has been contaminated.
The next step would be to check the voltages going to each side to make sure they're correct. Loose or dirty connections can reduce the current flow to one wheel.

Is this a flatbed (car) trailer with no weight on it? Mine will lock up too if it is empty but works fine with a load on it.
