1 trailer wheel is locking up. HELP!

I have a 16ft foot trailer 2 axles with electric brakes on both axles. The left front wheel has been locking up. I used to run my break controller at 10 and everything worked fine but the left front wheel now will always lock up unless I turn the controller all the down to 2 but the other wheels still won't lock up at 10 the left front is the only one. I took it apart everything appeared to be correct and I readjusted all the pads and that stopped it from locking up but it now is still doing it even with checking the adjustment is correct. And the rest of wheels are stopping like they should. The trailer has 800 miles on it and the truck I'm using to pull it with also has 800miles both are brand new. The break controller is the GM integrated controller. Any ideas what the problem maybe? Trailer is loaded evenly I even changed it around and it still does it.

Brand new & only 800 miles? It has a warranty doesn't it?

I've had that happen on more than one trailer.
What I found was the brake lining on that wheel was grease soaked.

And on another trailer a shackle (side links) on one end of the trailers suspension equalizer bar had flipped over causing the aft end of the spring to be lifted. Made a huge flat spot.
This happened when I pulled a tandem axle GN flatbed trailer across a ditch.

power not going evenly to all. connections.

mechanical issue with that brake.

the locking wheel has less weight on it do to suspension issue. or way under pressure of tire. (low air pressure)

yeah I already pulled the drum and didn't see anything but I haven't check the voltage to each wheel.

I would pull the drum to see what's going on. I've seen that happen when a spring breaks or when the shoe has been contaminated.

The next step would be to check the voltages going to each side to make sure they're correct. Loose or dirty connections can reduce the current flow to one wheel.
