I couldn't find anything online about the Palm Beach guy. I did find that Mike Huckabee, yes that Mike Huckabee:S and some neighbors have sued because they were unable to congregate on the beach behind their homes. Apparently they do not "own" the beach below the water line so that seems to be sort of a stunt as well. Now is a good time to begin getting news from legitimate sources;)
Some guy was threatened with arrest in Palm Beach County Fl while he sat in a chair behind his house on a private beach, he said he was going to sue but went inside.
The Governor of Michigan has banned the sale of building supplies and garden products at big box hardware stores like Lowes/Home Depot. Thus banning the activities I mentioned.

Why would you stop someone from sitting in his own beach front yard away from other people? Why would you stop people from making repairs and/or improvements on their own house?
