Some time back I saw a note about a homemade "tool" to open/close ceiling vents without climbing a ladder. Can anyone point me to it?

Found 10-minute Tech at the site, no 60-second, but plowing thru couple dozen pages of tech tips didn't see anything to help.

I taped a putty knife on the end of a 3' stick. I can open, close and turn the vent with no problem. Cheap but effective.

Someone had a picture a few days ago of a piece of wood with nails in it on the end of a stick.

On second though that was for an awning knob.

I remember seeing something about one. A guy took and notched a piece of PVC pipe to match the knob of the vent then added a smaller diameter section of pipe as a handle.

Not sure what you have but maybe a piece of PVC pipe with a notched end?
