Rather than weld the brackets in place, it might be better to just spot weld a small bead in front of the brackets near the bottom and behind the brackets near the top to keep them in the correct position. Another option is to drill a small hole in those locations and put in a self tapping screw for the bracket to bear against.
The problem with welding the brackets on is that if/when you sell the trailer or trade it in, the brackets will have to stay on the trailer and the new owner may not want to use an Andersen. Also you may want to keep the hitch and put it on a new trailer.
