This is a 'friend said' post - so take it with a grain of salt.
One member of an RV group that goes to Baja California to do charity work at a school - maintenance, cleaning, brings books and supplies - was complaining at a general meeting of the national organization we attended in March 2017 in Tucson.
It seemed that for the first time, he was denied a Temporary Import Permit when he tried to cross the border in early January. He had to miss the trip and take the motorhome back into California.
The reason - his vehicle title listed someone else - a finance company - as the lien holder on his motorhome.
He had been taking that motorhome to Mexico each of the previous five years with the same title.
Apparently Mexican authorities were tightening up on enforcement of a rule that has been on the books for years.
