My Surge Protector has shut off the power from the pedestal, several times when the voltage was low, protecting the AC unit.

Neither will help with low voltage you need an autoformer to boost low voltage.
A surge protector will help with over voltage (surge). All A voltmeter will show you the voltage.

Will a surge protector help with low voltage like a plug in voltmeter?
