Basically, it is getting the friction material binders to cure them and then not allow that 'out gassing' to condense on a single spot of the rotor
But, an even layer on the whole swept surface. Best braking or highest co-efficient of friction is when friction material brakes on friction material (properly bedded in)

Only takes a few thousandths of an inch to make a high spot that the brake pad will have higher co-efficient of friction and 'try' to stop a bit better/faster....and....that will be felt in the brake pedal to your foot. Many think that is a warped rotor
Do disagree with most folks (and experts) that there is no such thing as a warped rotor...I've measured many that were out of spec (warped)
