99 or I-5?

I'm in Lodi, CA, and will be travelling with my 5th-wheel to Bakersfield, CA in a few days. Which highway is in the better condition, 99 or I-5? (Over the years, it seems like no matter which one I pick, it turns out to have a significant amount of rough surface.)

The outside lanes of each get beat up because the trucks are limited to that lane unless passing.  The 55 speed limit is a joke and no one drives that slow.  65 gets you the middle finger as all the trucks pass you.  However, if I tow faster than that I can visibly see my fuel gauge drop.  

IMHO I-5 is faster.  Maybe it just seems faster because that is the way I normally go and am used to it.

I would say they are pretty much the same surface wise. Personally I would take the 99 over the 5 as it seems to have more establishments or places to stop if needed over the 5
