Have you tried a martingale collar? It is a special kind of collar designed to act like a choke collar (i.e., it tightens when you pull the leash), but it is made of a soft material like cloth or nylon. It is commonly used for greyhounds, whose narrow head makes it easy to slip through a regular collar, but can't use a choke collar because of their thin skin.
