also, anyone know what kind of road the AZ 66 "loop" is that tunafisher mentioned? want to get around the construction backup if possible but rather have interstate than steep grades.

ADOT is in the process of paving 135 miles of I40 - over the next 3 years (in a dozen segments). Cost is about $1 million per mile.

Repaving projects of existing highways are typically done in segments to minimize traffic disruptions. You wouldn't want to drive the whole way on a 2 lane detour, would you? 10 miles at a time is enough.
Repaving competes with other projects for $, e.g. bridge repairs, landslide repairs, congestion relief. Rough pavement may be a nuisance for drivers, but it seldom blocks or even delays traffic.

Those trucks pay millions of dollars in taxes. What we need is for the state to use the money for what is was intended, fix the roads. They seem to find other things to use it for.
