Lower Salt Creek Shoreline Campground - Lakehead, California Shasta-Trinity National ForestOnly been through that area once ('97), we did an overnight by Lake Shasta. Not sure of the name of the site. More or less a parking lot campsite if I remember correctly.

Have you looked around the Sacramento National Wildlife Refuge Complex, located approximately 90 miles north of the city of Sacramento:
Colusa-Sacramento River State Recreation Area - Camping- This area is currently being run by the town of Colusa. Electricity and water are not available.
