We loved the Rafter J Bar Campground. We found it pretty convenient to all the places we wanted to see in the area.

KOA campground near Mt.Rushmore is the closest to Mt. R
stayed there a few weeks ago.
Shuttle to Mt.R is $11.00 from the campground.
little to no cell/data service in the KOA. KOA wifi was poor.
overall a decent KOA though

The motorcycles really got to us last year - we ended up staying at a campground on Deerfield Lake to escape the constant rumble.

There are 32 CGs within 15 miles of Mt. Rushmore. Very popular area. Probably help if you could narrow it down to the type of CG you're looking for. On my last trip, I stayed at the Mt. Rushmore KOA, with FHUs including cable, WIFI, and a concrete patio with picnic table. But there are also dry camping CGs in that same area as well as anything in between.
Also be aware that Aug. 3rd thru the 9th is the 75th annual Sturgis Motorcycle Rally - just 50 miles away. Every CG will be crowded. I was there during the rally one year. No trouble, but LOTS of traffic.
Retired and visiting as much of this beautiful country as I can.

Rafter J Bar Ranch RV park. South of Hill City. In Hill City one restaurant serves just filet migon. Your only choice is how large. Amazing low price. Nice little town to visit while there.

Custer State Park has multiple campgrounds. We stayed at Game Lodge and had close encounters several times with the park's herd of buffalo. That CG has evening programs and good facilities, and I've also read good things on this forum about the other CGs in the park.

Horse Thief Campground in Hill City is nice.

Beaver Lake Campground in Custer is also very nice.
