Your RPM and mileage doesn't appear to be effected by hanging brakes. Only other brake hanging could be parking brake.
Do you know if you have a parking brake in your drums or on the driveline?

What kind of RPMs are showing? Are you using lots of fuel?
Does your rig have drum or disc brakes on the rear?
Were the calipers replaced?
What about the rubber hoses? They could be collapsed causing the fluid not to return to master cylinder.
