Trip from Flagstaff to Hurricane, UT.

What is the best route to take from Flagstaff, AZ to Hurricane Utah and then on to Heber City in our Class A motor home and pulling an SUV? Are the grades really steep? Should we go via Las Vegas?

Not stop lights, just road illumination. There are a ton of them, 3 times as many as there needs to be, and since the road is divided they are along both sides of the road. Cameron is going to be lit up bright!

For the flattest route.
Flag to Page on 89
Page to Kanab
Kanab to Fredonia
Fredonia to Hurricane
Hurricane to Toquerville, continue north to I-15
Go north on I-15 to Provo, then take Exit-272 (Hwy 52/800N) to Hwy189 to Heber.

Cameron has a lot of construction going on right now with the roundabout they are installing (and all that money wasted on street lights). The 89 is rough as you approach the Tuba City turnoff so watch your speed in that area.

If you are wanting to avoid hills, do not go north from Kanab to Panguitch and take the 20 over to the I-15. Fun on a bike or in a car, not so fun for a big rig. I have no issues with it personally.

Your big hills are;
Uphill, Big Cut on 89, ~32mi south of Page.
Downhill, 12mi hill, ~12mi south of Page.
Uphill, near Paria Movie Set, ~37mi north of Page.
Downhill, dropping in to Hurricane, slow speeds and curves
Uphill, climbing out of Toquerville
Uphill, as soon as you get on the I-15
Uphill, Black Ridge, I-15 between mm 32-37

I live in Hurricane and I have been that route many times. After trying a number of routes, the best one I have found is go 89 North to Page and then go west to Kanab, a short jaunt south to Fredonia and then west to Hurricane. I have gone over Jacob's lake and I have had close calls with truckers going in the other direction and straying into my lane. Also, the scenery from Page to Kanab is amazing!

The OP asked about steep routes. I really doubt the tunnel and east entrance to Zion is what he's looking for! 🙂

Yes over 40' for a MH is restricted.

That's exactly why you drive down the center of the 16' high tunnel as one way traffic. Nothing to worry about.

But that rig - everything to do with the driver - stupid is stupid.

I agree with these routes. If taking 89A, please use the pullouts if you have anyone behind you. I avoid this stretch of 89A because every time I've been on it, at least one jerk in a motorhome was poking along at a ridiculously slow speed, ignoring every one of the turnouts despites frequent signs asking slower traffic to use them. Otherwise, it is a shorter and prettier route.

Either of those ways is SERIOUSLY better that going through that rot-gut Las Vegas area. Yes, there's a bit of grade in the area mentioned but, you'll get through it and up it just fine. We've been on it, up and down, a few times and, it's a grade, "get over it" as they say. I wouldn't worry that much about the traffic behind you, they'll be fine. If you'd like to take that route, and might be concerned about holding up traffic, go at night or, in the weeeee early hours of the morning. You'll be fine.

Getting over to I-15 through Virgin River Gorge is way out of the way. This is shorter and a lot more scenic:

The OP won't appreciate the climb up to Jacob Lake, and those stuck behind him will enjoy it even less. Going up I-15 is better road but the Virgin River Gorge is still a long steep climb.
