are there any range/oven combinations available that have a broiler actually located in the top part of the oven, so you can actually use it for broiling or toasting? seems all the broilers are located at the bottom of the oven, which is really useless.

Some residential gas ranges do have top broilers (we have one) but I've never seen an RV have unit with one. Then again, I havent paid much attention. ๐Ÿ™‚
But there are a couple of high-end RV appliance companies and one of those may have that feature.

The Atwood 52815 3 Burner range claims to have a broiler feature. You might look at one in person to see how they did it (I couldn't find any interior pics).

Our RV oven is used for storage and we use a toaster oven for broiling/baking (and not much baking)

Gas broilers are always on the bottom, not so with electric which are always on the top. Just the way it is...unless you invest in a commercial gas broiler which is a separate appliance altogether.

Can't have everything in a RV.

Gas ovens all have the heat source near the bottom of the box. So to answer your question, NO! Good news is you can still broil nicely by placing the food on the bottom of the box. Heat above, hense broiling.
