Hitch mounted mobile carriers

Has anyone used a hitch mounted cargo carrier for a scooter or powerchair? My retired parents are looking to purchase this carrier from hitchweb.com:

Would also like to know if you have installed it on the back of your 5th wheel.

I have one just like it and was to use it extensively on a class c trip to Alaska. The class c had an extensive overhang between the rear axle and the bumper. When adding in the carrier extension the whip each time the back wheels hit a pothole caused failure of the carrier. While the carrier rating may well fit the static weight of the scooter, the dynamic force force is multiplied many times by the lever arm distance from the rear axle.

I use one on the back of my MH when I'm not pulling the toad. I need help putting the rack on the hitch. Not a one person job for me.
