I'm thinkin' you hit it...I can see why someone would think that's an open space. In fact, from the looks of that bare spot to the left of the interloper's car, I think there used to be a picnic table there.
A quick chat with the camp host might establish "property lines" if it's important.

This is quite a nice corps of engineers park. Decent sized sites... All 50 amp... $20 a night. That's why we love this place.
