There are two countervailing forces at work:

1-changes in crude price take a little time to be reflected in pump prices,

but, opposing this...

2-arbitrageurs (what we call 'speculators') try to figure out future prices and make advantageous options, so they cause anticipation of prices which may cause pump prices to change prematurely.

So it all depends on balance: how forceful are trailing influences and leading influences, which all kinda depends on relative sizes: how much speculation, how much oil is changing prices, etc.

Shop Around Gas Buddy is an excellant tool. Today we can get regular unleaded for $2.17 and the truck stop 5 miles from here I can get diesel for $2.99. Sure hope this trend continues :).
