When I cleaned oil tanker tanks we used an indexed spray machine--similar to this Butterworth sprayer but with four nozzles. At .49 minutes of the video they turn the pressure down to show how the sprayer works at lower pressures.

The video was amazing even in the gray tank. A lot of stuff caked onto the sides of the tanks walls even if the bottom was relatively clean. There was even a ring of buildup around the inside of the black tank about two inches up where the owner would put in about 5 gallons of water when he stored the rig.
Took about 30 minutes, no mess and the inside of the tank looked great on the video afterwards.
Definitely on my list to have done every three or four years.
