Our splendide started making horrible rattling type sounds when it was trying to pump water out of the machine. Water did not pump out, I opened the cleanout on the front and drained it. A small green piece with 4 propellers on it fell out after I removed the cap. Is that piece supposed to be fastened to the shaft that you can see in there. Is this something that broke loose and that's why it's rattling and won't pump out?

The green piece is indeed part of the pump. Time for a new pump. You need to change the pump from the back side of the machine.

Call Westland Sales in Clackamas and ask them. It sounds like the water pump has failed.
