pull the ground wire off where its attached to the frame clean to bare metal.
99% of light problems are ground related.
I would check the trailer connection for 2 wires touching and the tow vehicle plug again also if they ore touching the meter will read voltage on both signals connection at the same time. Voltage is getting to the other side some way.
