Yes, but I doubt most people are thinking "we need a pee funnel in case we get stuck in traffic" when they are preparing to evacuate an area. ๐

Wish I knew myself. I wasn't there... I only know that those were the results of allowing one's RV to become a public restroom. In any case, even if that story was a tad exaggerated, it definitely made me reconsider allowing strangers to use facilities outside of an obvious emergency.
