Do you have a SURGE GUARD? IF so then one outlet may be wired wrong (240volt) and the surge guard is working as designed and not passing power to the RV...If this is the case write a very nice letter to the company that made it thanking them
(Measure the voltage flat slot to flat slot,carefully)

OR, it might not be connected at all (or breaker Tripped)
Easy test
You need
15 to 30 amp PUCK type adapter (Dogbone/Pigtail type OK but more expensive)
Three Light Outlet tester
Plug in Volt meter.
Use the adapter to make your 30 into a 20
VOlt meter will check voltage...Most plug in models can take 240 for a short time (Will pin the meter though)
TLT will tell you if it is wired properly.
Finally.. Reverse Polarity on that plug will NOT discharge your batteries...UNLESS a Surge Guard detects and objects to it.
Then the batteries run down as though you were NOT PLUGGED IN.
