RV all 4 hydraulic jacks are stuck in the up position. My emergency brakes are on, and the Control panel lights up and nothing else work, jacks wont extend. We have checked all the fuses and can't find a way to release the jacks. This is a 99 Fleetwood Bounder, 34D. Any suggestions are welcome.

If his jack control panel is lighting up his battery is connected. If you cannot hear the hydraulic pump running it's likely the issue...

Check your battery disconnect switch to see if it's on or off.

Is there a hydraulic reservoir? Even with a working pump, you need fluid.

you need someone outside listening for the Hydraulic pump
either the control is not working, or you have no power to the pump
I can explain it to you.
But I Can Not understand it for you !
