Only way I can get 18mpg with my 2012 is with my foot off the pedal and coasting down hill. Maybe 10ish towing my 34 ft TT and 15ish empty. I'm being straight up and honest, hand calculated naturally not that I would EVER say some embellishment is going on. JMHO
You might need a flash or something. I'll be totally honest also.
2012 Ram 2500 4x4 AT CC LB 3.73 ST. Freeway, no wind 65mph I get a solid 18mpg every time. 70mph it will drop to mid 17's.
Towing a mid profile 5'er 28' 85-9000lbs I get 10.5. I will get more or less towing depending on conditions. I will get 11mpg+ towing on the flat running 62mph.
Now when regen is going on all bets are off:)

about 10 towing and 16-17 empty on average with a mix of city and highway if it still has all the emission stuff on it.
