Could very well be the actuator - when it works intermittantly, it's unlikely the freon charge.
The actuator runs the fan control vents and also controls the amount of warm-cool air mix. It is NOT cheap ...
One other thought - under the hood, you'll have a fuse/relay panel, the relay is a large fuse (sorta) it's like a gate for power to the AC controls. If it's failing, it sometimes sticks in one position or another - either on or off, and will go from one to the other just by turning the ignition key. So, if it sticks open, no AC, if it sticks shut, AC. It will stick one way or the other randomly - so, no way to test it unless you catch it shut when it should be open. Take another relay from your fuse panel and stick it in the slot (40A) and see if the AC works properly - if it works, buy a new relay, might save you a lot of "testing" money.
