City Water Filling Fresh Water Tank

I got my camper out of storage today and de-winterized it. When I hook the water hose to the inlet valve and turn the valve to the city side it will allow water to by-pass and go into my fresh water tank.
When I turned off the water and turned on the pump the pump would build pressure and hold like it suppose to.
If I left the city water valve turned to allow the city water in, the pump would cycle on and off.
Is this a bad inlet valve? Seems like it is not closing off properly when turned to the city water side.
Or is this a check valve issue? I am not sure where the check valve is, or should I install one?
I was going to start with a new valve and hoped that fixed it, but when reading about this issue the check valve issue came up.
Maybe I am over thinking this and it's just a valve. Open to any insight or anyone that has had this issue.
Can't leave the water on this way, the fresh water tank will fill.

Follow up on my city tank being filled....

I purchased a rebuild kit for my pump and replaced the parts and that did not fix my city tank being filled.

Turns out my inlet valve is the issue. I have not taken it out, but I suspect that it did not get winterized last fall and it may have froze and split. I had an issue with this area the last year with some elbows that come out of the valve. This year I removed the hoses, but I wonder if water was still in the valve. Since I don't dump my antifreeze into my fresh water tank and pump it from the tank no antifreeze is getting into the valve.
I now will remove the 3 way valve and put in a fill valve for fresh water and a city valve for city hook up. Thus eliminating the 3 way valve all together.
Before running out and purchase a rebuild kit for the pump, make sure you have checked all other possibilities.

Thanks for the advice, I will try that tonight when I get the camper home. I have not had a chance to look at it yet.

I had this exact same thing happen to me a few weeks ago. Left the city water attached. The freshwater tank overfill tube was draining the next morning(Tank full).

I wanted to cross-post this from the Forest River Forum that I also participate.

Open any faucet to drop pressure to zero (no water flow)

This will reseat the back flow valve and 90% of the time corrects the problem. Once corrected, drain the FW tank unless you plan to use it.

The check valve is the smaller one after removing the pump head. The procedure above addressed my situation.

Actually sounds to me like the Anderson 4way valve in the water compartment has a failed seal... this will allow water tank to continue to fill and overflow when water selector is in the city position. There is a repair valve kit and you replace from front side ... very easy repair

Thanks I will look into the pump, I would have never thought of that.
This will only be the second year with this camper. I will be digging into it this up coming weekend to see what I have.

Take your water pumps head apart (very easy, not many parts) and rinse all the parts off. Then reassemble.

Over thinking. For safety, use city water only to fill your water tank. Use your tank and pump for water needs.
