If I am reading this right,
1. the cord is not connected to the RV or an 50 amp outlet.
2. testing continuity, either hot side connects to the ground or neutral.
If that is the case, that cord has a dead short. It will immediately trip a circuit breaker, and depending on load, could create a serious, dangerous hazard.
