All Android tablets support flash, If it's not native you can download it from either Amazon or Google app (Play) stores.
On the I pad, you may be able to download the add on from it's source as well. I do not know.. Apple is a tad Texas Insturments regarding their products.. (TI required all people selling stuff for the TI computers to sell through TI.. Commodore went open source.. TI lost. alas so did commodore)

Keep in mind that Adobe Flash is no longer available for Android. While you can find older versions from various sources, you will have to manually download and install it and it won't be updated in the future. And it's possible that any browser currently supporting it will no longer do so in the future.
Flash is dead on mobile.
