Chevrolet Equinox electric steering

We are towing a 2016 Chevy Equinox. We have not experienced any death wobble yet. I know Iโ€™m a little slow, but something just hit me. With the key off, does the steering wheel have any control over the front wheels? If so, it really isnโ€™t electric steering. Any ideas?

The latest fix to this problem with the GM 4cyl electric power steering vehicles
is now to leave fuse #32 in place but remove fuse #16.

So far I am happy with my electric steering.

Yes, the SW is still rigidly connected to the wheels. It;s just the assist that is inop. Just like a traditional car when the eng shuts down and the assist goes away.
