Bars are to big for the load. Needs lighter bars, this will allow for proper tilt on the head and level the trailer.
That is not how bars work. Bars won't change head angle or level the trailer. There are 2 problems with that hitch setup. The head is too high and needs to be lowered to set the tongue at the proper height and level the trailer. Then the head needs to be tilted back towards the trailer so that the bars will be more parallel with the frame once tensioned up.

Look at the rear of the TT... the "scraper bars" (or whatever they are called) probably hit the ground every time the truck goes up or down even a slight rise.
Who knows? Maybe that person was just doing a temporary tow to bring the camper somewhere.

No problem...the hitch will come undone in no time leaving the trailer sitting by itself. It that doesn't happen, then the entire mess will come undone first time the brakes are applied aggressively....:S:S:S...to the OP..I hope that's NOT YOUR rig.....Dennis
