We spent the winter in phoenix az,as thousands spend time in the state of arizona.Never had a issue with a non resedence rule.It was money in arizonas pocket.
Las Vegas, new one year rule.all visiting folks who stay in vegas over 30 days need a permit from the dmv($12.00)alliwing them to stay. The Constables in vegas have nothing better to do than drive thru parks and record licence plates and how there here.I know,as do others,we got a notice that we were in violation of the 30 day rule, and will pay $100.00 fine and either get nevada tags and licence,or get the permit, but the $100.00 fine must be paid first. The Constable ststed no one anymore will stay in vegas with out permits, and since its a very new rule, there making money had over fist with wintering folks, besides,we need the money.
Just passing this along folks.

IMO, the solution is really quite simple:
Drive THROUGH Nevada, but do not stop for more than a day or two!
Of course, this also means that if DW ever decides to go the "travel nurse" route again, she will NOT get licensed in Nevada, and will NOT EVER accept a contract (13 weeks) in Las Vegas!
Or, for that matter ANY OTHER state that wants us to get vehicle registration or driver license to work there for 13 weeks!

You are suposed to get the permit within the first 30 days from the dmv,and the cost is $12.00.Sure seams like know one knows about the rule/law. No matter, its a revenue ticket in clark county thru the Constables office, and with loss of people gambling and spending what used to be's,they found a new money maker. Its a FYI folks.

Pay the $12 and move on. I would however raise a ruckus with the rv park you are staying in if they are aware of it. They should of let you know or charged you the $12 in your monthly rent and got the permit for you.

So where does it talk about the "$12.00 fee" in the original post????

From Paradise CA you may be a" border state employee" and Reno may be within that limit of 35 miles. I had a similar situation wit CA when I was employed in Tahoe City CA and lived in Reno. CA Vehicle code required a sticker bi yearly when your employment was less than 35 miles from the border state. (Very hard to enforce yhe mileage rule unless you make your presence obvious by other violations). Good question.

There are some exemptions. You are not required to register your vehicle here if you are:

โ€ขan out-of-state student
โ€ขa registered student at a college or university located outside Nevada and in the state for a period of not more than 6 months to participate in a work-study program for which you earn academic credits from the college or university
โ€ขa migrant or seasonal farm worker
โ€ขa border state employee (commute into Nevada for employment within 35 miles of the border)"

So does this mean that if someone is doing a tradeshow or craft show in Nevada and selling products you are "engaged in a trade, profession or occupation or accept gainful employment in Nevada" and therefore subject to a $100.00 fine?

Also read the exemption section of the definition of resident. Basically a seasonal visitor or tourist person in Nevada. f you vote, reside, own property in another state and "reside" ther by definition you are a non resident visitor to Nevada. I doubt that a local ordinance in Las Vegas could usurp the state law for long.

Now if you are living in your rig, employed in the state, put your kids in school than I can see how you are no longer a resident of the state your rig is licensed in and local-state fees and plates are justified.

Otherwise all hotels and RV, (not Mobile Parks) collect a Transient room tax to cover the services you require as a tourist.

BTW, it's perfectly legal to park RVs overnight in casino parking lots in Laughlin. There's only one RV park in Laughlin and one state campground.

You need to do some homework. I said that it WAS a county ordinance and is STILL a county ordinance. The ONLY reason you can park in the Casino lots there, is because they opted to purchase a special permit and install certain infrastructures, in order to qualify for that special permit. Do a search on the forum and you will dig up the exact wording of the Clark county RV parking ordinance and how it was heavily enforced a couple years ago. BTW, the Indian RV park was the instigator of the original ordinance.

The way I read it, the OP said that if you stay in Vegas you needed a permit,, nothing to do with AZ,

my error.

from the Nevada DMV Website:

Do I Have to Register My Car in Nevada?

You must register your vehicle in Nevada if you are a resident as outlined below or a non-resident who meets certain conditions. The initial fine for failing to register your vehicle in Nevada is $1,000.

New residents must obtain their driver license and vehicle registration within 30 days. See our New Resident Guide. In most vehicle sales, the deadline to register the vehicle is 30 days from the date of the sale.

Nevada Revised Statutes 482.103 "Resident" defined.

1."Resident" includes, but is not limited to
  • a person:*Whose legal residence is in the State of Nevada
  • Who engages in intrastate business and operates in such a business any motor vehicle, trailer or semi trailer, or any person maintaining such vehicles in this state, as the home state of such vehicles
  • Who physically resides in this state and engages in a trade, profession, occupation or accepts gainful employment in this state
  • Who declares himself to be a resident of this state to obtain privileges not ordinarily extended to nonresidents of this state.

2.The term does not include a person who is an actual tourist, an out-of-state student, a foreign exchange student, a border state employee or a seasonal resident.

Non-Residents

Certain non-residents also must register their vehicles in Nevada. You must register your vehicle here:
  • if your vehicle is operated in Nevada for more than 30 days in a calendar year
  • if you engage in a trade, profession or occupation or accept gainful employment in Nevada
  • if you enroll your children in a public school in Nevada
  • if you furnish a vehicle to a Nevada resident for continuous use here

  • on active duty in the military service of the United States
  • an out-of-state student
  • a registered student at a college or university located outside Nevada and in the state for a period of not more than 6 months to participate in a work-study program for which you earn academic credits from the college or university
  • a migrant or seasonal farm worker
  • a border state employee (commute into Nevada for employment within 35 miles of the border)

seems that NV doesn't want snowbirds.

If Las Vegas has such an ordinance, which I doubt, it has nothing to do with the Nevada DMV. Local ordinances are usually enforced by local governments, not state agencies.

BTW, it's perfectly legal to park RVs overnight in casino parking lots in Laughlin. There's only one RV park in Laughlin and one state campground.

California also has a law on the books that you must register your vehicles in the state if you live here more that 30 days. However, as screwed up as this state is, they realize snowbirds are visitors.

If someone can find a link to this law please post it. If true it would have to be a Las Vegas city ordinance or as stated above a Clark county ordinance. I did find an article where Nevada changed the residency law from 60 to 30 days See Here.

Notice where it specifically says

"But the March 21 opinion by Legislative Counsel Brenda Erdoes said that border state residents, tourists or seasonal residents in Nevada do not have to change plates even if they are in the state for more than 30 days in a year. Requiring them to do so would place an "unconstitutional burden on the ability of the nonresident to engage in interstate travel,"

They also state that this is a secondary offense and you will not be stopped for having out of state plates.

We stayed in arizona for 6 mo.for the first time, and asked the ones that have done this over the years,no permits they said.just not over the 6mo.but vegas now has a new rule they said, get the permit thats not known and stay a short while,or pay the fine.
Iam just letting others know,so they get there permits from the dmv.

Las Vegas is in Clark County and they march to a different step than anyone else in NV. Remember when Clark county prohibited the parking of an RV anywhere except a campground and rigidly enforced it in Laughlin? Clark county currently prohibits the parking of an RV in ANY retail parking lot during the hours of darkness and again it is rigidly enforced. Yes, I can believe Clark county put this new fee in effect and is rigidly enforcing it against all RVers, as they despise the RV community.
