I don't believe that is the case with this device. As it is plugged into the 7 pin connector it only has access to the brake wire which activates all trailer brakes.
Now the dexter electronic anti sway control (that is hardwired into the right and left brake wire), operates as you describe with activating left or right trailer brakes as required.

If it malfunctions even a tiny amount the trailer brakes will be off and on constantly increasing fuel consumption and wearing out the trailer brakes.
