But I thought tuning/programming a gas engine didn't do any good. :B
It certainly can with turbo/supercharged engines. Change the waste gate settings on a turbo or put a smaller pulley on a supercharger and voila, more air. Reprogram the ECM to provide more fuel to match the increase in boost and bob's your uncle.
The Hellcat comes with two key fobs. The black one gives you 500 HP and the red one gives you the full 707.
It also has a valet mode which limits it to about 200 HP and limits the car to second gear.

Not sure what you are saying about the CAFE ratings, but I do know the government is interested in them, and the manufactures are interested in not being fined.
That is why they are bringing a 3.0 V6 diesel to the market!
There is a lot working against a EB V8. And even if it comes to market (which I doubt), my $ (and interest) would still be geared more toward the Hellcat. Have you heard that exhaust note???
