Is This Legal?

On my home from work today and came up along side this guy with a gigantic hook sticking out of the hitch. WTH! Is this even legal? It looks like a hazard to me for sure.

Probably works for a crane company. It does look ridiculous! wait till he gets rear ended and it folds the frame under like an accordion.

Although size of that HOOK should be obvious.......but must have not been cause it was painted YELLOW (only comes in Black or Chrome)

I think some are confusing it with a pintle hitch, which it's not.
