Woodland Park, just above Colorado Spring/Manitou Springs is a neat area. Not sure how wise to go right now with the Wildfires in the area. Hopefully, they will have them out soon.
Western Slope of Colorado should be Good.

We did Colorado Springs last summer, shortly after the Wildfires were out.

Salida. Never been to any or know anything about them.
If wanting really cool temps, I believe you could find them high above Taos by
Eagles Nest/Angel Fire, New Mexico ---

:h Rockhillmanor, Wisconsin isn't very close to Texas, certainly not next door. A lot farther North for sure, not certain if it would be any cooler than Colorado (maybe not as cool). Elevation can mean more than Latitude for Cool Temps. I'm sure one could keep busy with fairs, antiquing, green markets craft, art shows, boating cruises, and tours etc.
It was pretty cool in Duluth (but it was in June). In 2001, we enjoyed our visit over by Duluth. The drive north along Lake Superior to Canada is really neat, lot of sites to stop & see. Such as Gooseberry Falls State Park, Split Rock Lighthouse, Tettegouche State Park, Judge C.R. Magney State Park, Cascade River State Park & Grand Portage State Park. I believe some have electric hookups, some might not.
Only stayed at Gooseberry Falls, & stopped at Split Rock Lighthouse & Grand Portage National Monument. The port area by the Aerial Lift Bridge in Duluth is neat place to walk & tour. Grand Portage National Monument was a neat stop/site.
