More important, check the tide tables to be sure you are not at low tide, or you will high center the coach going on the ramp.
That's usually a setup issue, the person running the ramp has not set it right. They are designed to allow a sport-car to pass, without bottoming out, at any tide. Sometimes the person running the ramp gets lazy and doesn't want to run it up/down far enough.

If you are into doing the ferries take the Mukilteo Ferry to the south end of Whidbey and use the Oak Harbor City beach camp grounds.

Just make sure you check out what the ferry is going to cost first!
