You are correct, though the quote I used came from my Honda dealer - I suspect an early incomplete version of the owner's manual.
my thanks to Dutch_12078 for sending me the manual transmission note from the actual owner's manual.

It looks like to me that Honda is saying if you break down it is best to get a roll back flat bed to haul it, because there is no good place for a wrecker to hook on. I didn't read where it can't be flat towed! Look at FMCA web site to see if it is tow-able!

Modern wreckers use a wheel lift, they don't hook to the frame or bumper. The reason for having to use a flatbed is due to the AWD system. FWD can be towed with a wheel lift wrecker, and also a tow dolly.

There should be a section in the owners manual about "recreational towing", separate from "emergency towing".

The July issue of FMCA magazine listed the 2015 Honda HR-V equipped with the 6-speed manual transmission as 4-down towable.

Might be interesting to call or email Blue Ox and get their thoughts on the offering.

sorry should have more clear Honda says..
from the owner's manual:

"Emergency Towing
Call a professional towing service if you need to tow your vehicle.
All models
Flat bed equipment: The operator loads your vehicle on the back of a truck. This is
the best way to transport your vehicle.
2WD models
Wheel lift equipment: The tow truck uses two pivoting arms that go under the front
tires and lift them off the ground. The rear tires remain on the ground. This is an
acceptable way to tow your vehicle.
Trying to lift or tow your vehicle by the bumpers will cause serious damage. The
bumpers are not designed to support the vehicleโ€™s weight.
Improper towing such as towing behind a motorhome or other motor vehicle can
damage the transmission."

No difference is stated between CVT models and manual transmission models.

BUT in the URL I cited they are building a tow bar for all four down tow which appears to be unacceptable to Honda.

That won't work in this case. There are two transmissions in the HR-V: A CVT auto and a manual.

Maybe Blue Ox has customers who want to tow the manual version. Although, Honda says not to.

The 2015 & 16 Honda HR-V's are available with a 6-speed manual transmission. The CVT models are not towable.
