Not if they are holding up traffic in the passing lane. It is after all, for "passing", not limping along.

I will point out that not having towed lights hooked up can get an RVer an invitation to a meeting with the Honorable Judge.
If he is in the passing lane doing 45 in a 55 That can do it too.
