I would also let people make their own arrangements if they want to go. She can call and reserve a Tent site and pay for it.
If meals are together, then make a list who brings what or set a menu for potluck.
No one deserves to be treated that way. And sounds like she badgered you and took advantage of your good nature.

On a personal level, if I had an agreement on how expenses would be shared and at the end I was told I was taking advantage of the other party even though I paid what was agreed to, I would be like the sister. I would pull out money and tell them to stick it where the sun doesn't shine. I don't do business with people who don't honor their agreements and I sure don't need to socialize with them, family or not.
