You could have debris in the hose running from the fresh water tank to the pump. Usually the city water supply enters your plumbing after the pump and that is all working. You've replaced the pump. Therefore, it would seem logical the problem is between the pump and the tank. Could a leaf or fabric gotten into the fresh water tank the plugged the freshwater feed? Can you use an air compressor and "blow out" the line from the pump back into the tank? Let us know what you find!!
